- Add paprika, pepper, and 4 tbsp of flour into a large bowl, adding in the beef to coat completely
- Oil a Dutch oven over medium heat, slightly browning the beef
- Once the beef is slightly browned, add in the water (bringing it to a boil), bouillon, tomato paste, 1 1⁄2 tsp basil, 3⁄4 tsp thyme, 3⁄4 tsp garlic powder, and bay leaves
- Lower the heat to a simmer, and cover for 1 1⁄2 hour
- Uncover the Dutch oven, ads in the carrots, potatoes, and onions, and then simmer covered for an additional 30 minutes
- Combine the flour, water, remaining basil, thyme, garlic powder, parsley, and salt in a bowl, and then add it in the Dutch oven
- Bring to a boil for 2-3 minutes, then remove from the heat. Serve and enjoy :)
